Can Windows 7 home be used in an organization?

In terms of license - home edition can be used in a small company, there will be no problems other than lack of AD support.
Even the official designation of "Home edition" is for home and small businesses.

Are you sure that you need a server with HomeEdition?
Build a platform based on BSD or Linux + OpenSource solution (as an example of the direction in which to dig - https://ru.wikipedia.org/wiki/VTiger_CRM).

EMNIP (did not work with e-staff since 2012) the server part can be started under wine, no special shamanism is needed there. Standalone under wine works.

Legally. Absolutely. The difference is simply in functionality. MC does not impose any restrictions on the type of use (unlike Office).
