We want to add the ability to receive notifications via whatsapp to our pushall service. There are libraries for this, but how legal is it to do mailings there? That is, will you be banned by phone number if we send a message with a confirmation link after entering the phone number. Or is it better to do the reverse action when they write to us, and after that we send a link.

No mailings. You are not your own enemies.
The scheme of such distribution of information should be similar to RSS, you distribute - and subscribe or not - the clients themselves decide. Whether this is implemented in whatsapp groups, I don’t know ... Vkontakte or Facebook - they definitely implemented it.
