Is it possible with WebGL to make some kind of effect on some element? How about inverting colors?

You can work with WebGL within a canvas. And canvas is just a picture.
This means that only rules that use an image can be modified (for example, the background, frames, or the same blur filter).
But the canvas itself can do wonders .
