Can this direction of university training help in studying the web?

I want to become a web programmer and am currently learning HTML/CSS and JS.
The direction itself is called

09.03.03 Applied Informatics

I looked at the disciplines that make up this direction and saw under positions 1 and 2, respectively: WEB-programming and WEB-technologies. I read reviews about this specialty, in which (not all) it was said that accountants, managers, etc. are being trained in this area, but I did not see the subjects for which these personnel would be trained (maybe only Programming in 1C , I don't know). Thank you all in advance for your help.
PS And yes, I know that only self-education, not a university, can help me in studying something.

I'm not sure what class or preschool teaches this
