Can they give a ban?

If I give a task: go to the play market, enter the name of the application, download and click on ads in the application, can they get a ban on admob or on google play for this? instead of following the link to the application.

For "go to the play market, enter the name of the application, download" - no.
And for "and click on ads in the application" - the ban will be 100% (sooner or later).

if a person downloads an app, views ads and deletes it, then yes... There must be at least some activity in the app itself.
