Can't reset bios, how to fix?

Good afternoon readers. I bought an Atermiter x99 v202 mother and a Xeon 2630LV3 stone. Installed everything, everything works. I read a couple of forums and decided to unlock the turbo boost. I did everything according to the instructions and according to the plan, but, apparently, I screwed up somewhere (as usual) and now the computer does not want to turn on. No beeps, turns on for one second, then turns off and then in a circle (symptoms are similar to those when you start without a processor). I took out the battery, closed it, dragged the jumper, it's useless. Suspicions fell on the BP, because it was already old, at 350. I took it from a friend at 600, the situation is the same. Now I think that the matter is more in the mother (bios) than in the processor, because the computer still showed signs of life a couple of times when the jumper was dragged, but in the end it turned off anyway. Are there any perverted ways to demolish the bios to factory settings? It's reluctant to go to the SC for flashing.
Also, by the way, there is a dap of the previous version of the BIOS, as well as a laptop. Can you come up with something with them?

Keep rebooting and resetting.
Please note that it is not always enough to pull out the battery, you must also turn off the power supply (with a toggle switch).
Try to close the jumper and turn on the PC.
