Can't fix rsyslog. Can anyone come across?

When the machine starts, 2 syslogdaemons rise, if you kill the process, then both flies.

and because of this, the machine does not accept logs from other hosts, this is the first time I encounter such a problem, tell me where to look for the root of evil.
