Windows 10 does not find the update to 1903 in the update center, while the laptop (MSI GP60 2QF Leopard Pro) seems to have all the latest drivers installed, but the update is in the Windows 10 update assistant.

It's most likely a known issue. If any of them can appear on this particular device, then the update will not be available until the problem is resolved.

This is normal, the update is not yet coming to everyone. I updated forcibly through Media Creation Tools.
