Can't connect to vpn outline on windows. What problem can be?

Can't connect to Outline on windows. I use digitalocean VPN server. When I connect, it says that it was not possible to connect to the server.
I tried it from another laptop, everything works fine, but it doesn't want to work for me.

Set up shadowsocks, and there will be no problems
