Can't connect 2 monitors?

Video card: AMD Radeon HD 6570
OS: windows 8.1
I connect both VGA monitors with wires, but the video card has 2 outputs (DVI and VGA), I connect one of the monitors to the video card via a VGA>DVI adapter, as a result 2 monitors are connected to the monitor, in system 2 th monitor is not visible, the one that is connected through the adapter. What is the problem?
PS The adapter is working, I swapped monitors and again does not work through the adapter

- Look in the ATI settings for monitor settings / update, or rather install the latest drivers from the manufacturer's website
- Check the operation of one monitor connected via an adapter
- Change, or better, exclude the adapter
