Can't access the Windows XP administrator account?

Hello.
Please tell me - is there a way to access or delete an account and create a new admin?
Windows XP.
There is access to a regular account without rights.
We need an option - without a flash drive or CD.

Without an account with administrator rights, this is unrealistic. Need access to files - c:\windows\system32\config\sam. And if you are a regular user, then you will not be allowed to go there.
You can not do without a bootable USB flash drive or CD.

Available with CD and flash drive, and if there is no Adm-ra password, then you can do it without a flash drive or CD

What do you think, if such a method were and would be known to the general public, then:
1. How long would it have existed in a workable performance until this security hole would have been productively fixed?
2. Who would need an OS in which a normal user can get privileges " without a flash drive or CD "?
