Can such a banner fit into 65 kb?

On the RBC website (mobile version), a banner is spinning on the main page. Their technical requirements indicate that the banner cannot be larger than 65 kb. Is it possible with such a banner?

So there are only 2 pictures in jpg from the "banner".
I tried to shrink in PS, 19Kb came out, the rest in css / html.
65Kb - but fatten :)
