Can markets block the application or not publish it?

I have an app for Android and iOS platforms. I want to use SMS payment for additional tools in the application . The app itself is free. Can the markets block this application or not publish it because I do not use their service for payment?
Although the Avito application allows you to pay for additional packages via SMS

iOS: If you are selling real products, then okay. If you want to sell some premiums or app content, they won't publish it.
