Can keywords be used in popups?

Good day! Ask for help from the IT community.
The problem is this:
I have a site where all implemented menu items appear in css-implemented popups (visibility: hidden-visible).
Question: keywords are located in pop-up windows, will they fall into the handles of search bots? Or all the same hiding on css will affect? If yes, then what can be the way out using popup and falling under the search engines, maybe js?

Don't bother with keywords, just do the right thing. If these keywords are menu items, for example, and you need them, insert them. If only for search engines it was conceived - do not insert it.

It depends on search engines and their algorithms, which no one knows. Perhaps something will get into the index, perhaps something will not. Now there are a lot of one page application sites, where there is a lot of javascript and hidden elements, I think, somehow this should be taken into account and get into the index.
