Can ISP cut PC speed only?

Good day! The house is connected to the Internet, which is distributed through a Wi-Fi router. In general, there were no complaints about the Internet, everything worked fine, but over the past 2 days, the Internet speed from the PC has dropped sharply from a stable 200 Mbps to 10 Mbps. Moreover, the speed of access to various resources is different, but does not exceed a certain mark. For example, the speed to Yandex (internet.ya.ru) is stable at 10Mbps. Up to fast.com a little higher, 35 Mbps. The speed of YouTube also stably does not exceed 5Mbps. I thought it was the cable, but the speed of access to internal resources remains the same - 200 Mbps. It is worth noting that the PC is connected by wire.

The strangest thing is that from smartphones (Wi-Fi) access to all resources remains the same as before - 200 Mbps. I thought it was the ports of the router, but when you connect a PC via Wi-Fi, the speed remains the same, and exactly the same (10 Mbps to Yandex, 35 to fast.com). I tried it on different coms and laptops - at all the speed is stably cut.

Question: can the provider technically cut the speed of the PC? (Tried to change TTL to mobile - did not help). tracert from phone and PC is the same.

technically the provider can do a lot, practically - he doesn't need it.
he gives you certain resources, how you use them is not his concern at all. his concern is that you do not go beyond these resources. or went out, but not much higher.
I mean that you are not looking for a problem there.
