Can I use third party libraries for my own?

Good afternoon.
At the moment I am working on a solution for Android development, and in order to use it in different projects without copy-paste, I would like to arrange it as a library, while in jcenter. But the trouble is, you can’t do without Rx, hence the question: can I build my own library inside which there will be another one? Will it work and what about the license?

If we are talking about RxJava, then, it seems, there should be no problems.
There are 100500+ such libraries on github, at least the popular RxPermissions . Just indicate in the description that you are using third-party libraries under the hood.
