Why does the OTP code not come when I log in from the laptop?

One of the wifi requires a phone number. I go into the laptop, enter the number, it seems to be sent, but in fact OTP does not come to the phone. I go from the phone, do the same - OTP comes. I also changed the user agent in the browser on the laptop to android - did not help. Deleted cookies too.

Why can this be?

Maybe it's something buggy with them - today it did not work either from an android or from a laptop.
