Can I use music in a copyrighted app?

I'm currently making some game "Guess the melody of Chief Keef'a (notorious rapper)". It is clear that I will have to use his music (in the application I use 10 seconds from the track), and I am afraid that I can break the AP and pay a crazy royalty or even a fine. There are similar applications in Google Play (just guess the melody), but nothing seems to happen to them.
So, what will happen if I still post the application or how to do it more legally?

Look for the copyright holder (the studio that owns the rights to his tracks), conclude an agreement with them and go ahead.
ps if you post it like this, they will block it pretty quickly if the popularity rises above the plinth
