Can I turn a navigator into a graphics tablet for a PC?

There is a navigator, the LCD screen is broken, but the sensor is intact.
The screen broke in half, on the left the half of the screen works, although it is visible with stripes, on the right everything is white and nothing is visible. At least somehow you can climb it.
Wince 6.0 is installed on the navigator
Since the sensor is resistive, I want to try using it as a graphics tablet, that is, you need to control the computer mouse cursor. I think it will be convenient to draw.
All I could do was get to wince's desktop. There is Explorer, you can see folders, files. It remains to find a program for wince 6.0 that synchronizes the navigator with the computer via USB and will control the cursor.
I tried to install the cab file, but it does not install. I found that the cabInstal program can help for installation, it starts, but it can’t install the cab file either, when you click install, it just closes without any errors.
I haven't worked with wince so I'm not familiar with the intricacies. Maybe you need an exe program that just starts up, and not a cab that needs to be installed?
Any ideas on how to implement the idea?
The navigator does not have Wi-Fi or Bluetooth.

There is no desire to restore. In the store, a new navigator with similar parameters can be taken for 2500 rubles, and the screen on aliexpress for this navigator is 1500 rubles.

Why make a trolleybus out of a loaf if for 3000 you can get a ready-made graphic tablet with a pen included and pressure-sensitive?

Write software to send you cursor coordinates. There is also a small Windows. Played with this (asus p320).
WindowsMobileSDK, through sound (mmio for example) you send coordinates (like arduino).
If there is a card reader, you can stick to it through the controller and "write in it to a file" your coordinates,
getting files back for the navigator. Does it support ssh?
* If the sound works, you can add the voice acting of the coordinates and hints where to go. Smart alarm clock, voice acting in the morning weather forecast,
managing something (watering flowers).
* Make a robot. By connecting actuators instead of a card. Or instead of a screen.
* You can plug in VirtualBox or DosBox and make a web server (or mail server).
Why not replace the screen?
