1. The application must be published (it does not matter alpha / beta / main channel, it is necessary that it be published)
2. The person must confirm himself as a tester (Google groups did not work for me, in the console when adding group there is also a direct link, by clicking on which you need to confirm yourself as a tester)
Then install the application
In order for the money not to be debited from the account (not from the application (!)), in the "Gmail accounts of testers" field, you need to enter the accounts of the testers, while so that the money is not debited, you need so that when paying there is an inscription (literally): "This is a test payment, no fee will be charged from it"

The easiest option is to register qiwi, where you can also get a virtual card for free and actually pay through it, and then just cancel (the first time I did this, all the money was returned, I just had to wait a bit).
Option without debiting money (as I did, maybe there are better ways) - registered a new account in gmail, added it to the list of testers, added a test account to the list of google accounts on my device, also mail (it seems not necessary) and google play switched to a test account, posted a beta / alpha version (it seems to make no difference here), opened access in the group that I created and added my test account there (I created it through the main account, added a test account there and closed access to the group, because it’s not good) .
And of course, you install the version that you posted in the alpha / beta testing section on your device and check the purchase (instead of the usual window with the price, it seemed to me the usual window with the notification that EVERYTHING IS OK, DUDE, WE WILL NOT TOUCH THE MONEY, but then bought / returned, etc. (the prefix TEST was also added to the name of the content for sale) and tested.
I've never been able to test an IAP without actually getting charged, have you?
