Can I somehow activate the connection of the Server to the Client2 after the connection of the Client1?

I apologize for being noob, I'm new to this. I want to do the following - there is Client1 Server and Client2. Client1 connects to Server and Server connects to Client2. Can this be done? If so, what is the name of such a trick? Please post links if possible. Thank you in advance.

install a server on client 2 that will activate the connection to the Server when the Server tells it to do so.
