Can I make compilations of music on a YouTube channel?

I've seen a lot of channels on YouTube with music selections (workout music, trance 20... etc.). Very often got on the information about copyrights. For example, I read that punishment for violation of AP (copyright) follows, even if the video was written who is the author of the work, a link to it, and even if the video is not commercial. Interested in how such channels solve the problem with AP? After all, as far as I understand, under such videos, most often you can simply find such an inscription as:

No copyright infringement intended for the song or picture. If you have an issue with me posting this song or picture please contact me...

If this is your music, or music for which you have bought the rights, then do as much as you like.
There are separate libraries with "Free" music, but its choice is limited, and there are also subtleties with using it, in short, you also need to prove the permission to use it, even if it's free.... I personally bought the rights to use a free song in my intro (!!!)

Here you type in the name of the song or its artist into the search: https://www.youtube.com/music_policies And it already shows on what rights you can use it. They write that for some songs you will get a strike or removal, and for many others you will simply give all the profits from advertising to them.
For example, I recently used Taylor Swift's song in one of my videos, and nothing, the channel is fully monetized, only this video is monetized in favor of Taylor Swift.f6da547a7ae1492aa8b76dc981830728.jpg
