Is it possible to transfer money from card to card on this watch, regardless of the smartphone? Are there such banking apps out there?

In general, since my own research did not give anything, but puberty boys answer me in my heart not for the sake of an answer, but for empty chatter, I conclude that such applications on watchOS have not yet been invented.

Yes, on any phone and Android and Macos, and even on a deceased vinphone, almost all major banks had their own bank client with a full range of services, including transfer from card to card.
And even if not, you can go to the bank's web client from your phone and do the same.
The question is not very good.
