Can I make a VPN for Yandex.Sitemaps?

Hello.
There is a site focused on both Russia and Ukraine.
The site uses Yandex.Maps. Wouldn't want to change.
As you know, a couple of years ago, access to Yandex services was closed in Ukraine.
Question: is it possible to make some kind of VPN server through which to send requests to the Yandex.Maps script for residents of Ukraine?

Your service needs to forward all references to Yandex to itself for users from Ukraine, they will contact your service, and that one will go to Yandex.
The only question left is how Yandex will react to such traffic, especially if there is a lot of it.
