Can I make a mobile app that loads like a website?

I am a computer programmer. I know php, js, html, css. I make websites of any level of complexity. But there was a need to make an application for ios and android. I have a lot of time to learn the swift language or android sdk, I don’t have java. There was an idea to make only the simplest thing - an icon and for the application to load like a regular site (at least for a start). Is this possible and where can I read about it?

Oh sure. Read about Cordova and Phonegap. We use it ourselves, so far everything is fine.
