It is not entirely clear under which OS you are looking for software. CafeTran Espresso, as I understand it, is available for both Win and Mac. On Mac OS, I use the simple, unpretentious XLIFFTool to edit xliffs . I can’t say for Win, but for sure there is something similar there.
