Can I link a Visa Electron card of a Belarusian bank with my name to my brother's Polish paypal account to make purchases in Poland? Will a Polish paypal account allow me to link a card with the name of another person?

2) another country
in general - with another country channeled about 10 years ago (Baltic banks in the Russian Federation paypal for payment) so it can and will work out
as far as the name is concerned - I keep the acc "Ivan Ga @ no" and it’s quite personalized cards are knitted, in 2015 I'm tired of prying
