Can I get a refund of money charged by a domain name registrar?

Good day.
Recently I was looking for a registrar of foreign domains at reasonable prices, after searching on google, several providers were found, including 1and1.com .
After that, I registered several domains in different places and 1 with them. Everything went fine, I decided to pay for the domain by card, entered its data (the page was protected by https) and unchecked the save card in memory, then clicked pay, the bank sent an SMS but didn’t have to enter it, the money (less than a buck) was debited by itself. After that, everything was fine, the problems really arose already at the stage of entering my DNS, since the panel knocked out and I had to use ancient Firefox to refuse their dns 3 times and enter my own. After waiting two days (this is very slow), the domain started working and everything was fine. To celebrate, I decided to register 1 more beautiful domain at a suspiciously low price of half a buck (well, this is a promo for 2 years), the system showed that the domain is free, I clicked on registration and... I was shown a happy emoticon and underneath was the inscription "Thnks! Your order is success". Strange, I thought, this time I did not enter anything at all, as there were no SMS about withdrawing money, I also went to Sberbank. Online and did not find a dollar withdrawal there, I went to bed peacefully, thinking that they would withdraw money two years later I will unwind and the domain will become dear to me, this is exactly what some cheap foreign registrars do.
However, after only a few days, I could not pay for food delivery from my card, when I tried again, I thought it was some kind of bank failure. "Your card payment could not be processed" - read a red sign on the site with a scarlet tint. After that, in the evening, a large-scale failure was reported on the Sberbank website and I calmed down. But, happiness was short-lived, a few days later, I went to the online bank, file a complaint and found that my payments include a payment at 04:00 local time, and even from the "1and1 US Product Order nXXX" service. What this mysterious product is and why I paid for it was not indicated there. They wrote off $60 from me, almost 3k rubles, despite the fact that the regular (not promotional) price of the domain that I took was only $12. After writing to the savings bank about this, a few days later, they helped me, completely blocking the card and informing them that it was necessary to "roll up a statement to the cops on them", well, in fact, one could hardly expect anything else from them. The whole relish is that I don’t have any documents (in general) at the moment to confirm that I am me and the payment is not mine, why this happened, this is a separate topic, no less interesting.
I would like to write help to return the money to the card, BUT where? The card is in the block, but do they send money back to the left?
How best to write to them, in order to surely get a refund, or at least a pack of domains (or VPS) in general, to provide services for which my money was illegally debited !!!.

When buying a promotional domain on 1and1, I paid with a Sberbank card, while unchecking the option to save the card in their system, after which I encountered bugs in their panel and several requests "do not change their DNS to yours."
После чего, спустя время, я взял у них еще один домен, в той-же зоне, по акции, при покупке они не требовали ничего вводить, просто покупка была успешно завершена. Домен в списке, all is good, подумал я. При этом деньги с карты НЕ сняли, смс с банка не было. Но вскоре возникли проблемы с картой, оплата заказов не проходила. Я решил пожаловаться в банк, и в СБОЛ обнаружил что у меня списали деньги в размере 60$ около 3к рублей, в ночь 04:00 по местному времени. При этом был подозрительный перевод "1and1 US Product Order nXXX" где я увидел знакомое слово в начале. После моего обращения, банк заблокировал карту и сказал идти к ментам и подавать заявление, иначе никак. Как мне вернуть свои деньги?

Most likely, you won’t be able to dispute the purchase with 1and1 - they have lawyers, small text, and formally they will turn out to be right. Try to dispute the card payment through Sberbank - go to the branch.
Perhaps you were immediately charged for 5 years of domain maintenance: $0.99 for the first year and $15 for the next 4. Have you looked at footnotes? For example, on the main page they have attractive prices for domains:
But next to it are small numbers, and at the bottom of the page there is an inconspicuous link that reveals a block with explanations:
"Payable in advance" (paid in advance) may well mean that it is paid immediately in advance for 5 years.
Even lower about 1–6 they write:

So, either cancel transactions through Sberbank without confirmation, or, alas, “enjoy” domains.

did you read the contract? I'm sure there's something in the fine print in the terms and conditions. if so, then they did the right thing.

I got my money back. A year ago, I was seduced by a low price and bought a domain from 1 and 1, even started building a website, but then abandoned it. I didn’t intend to renew my domain ownership, but then one night 17 bucks mysteriously disappeared from the card, without any confirmation by SMS. In the bank, the card was blocked and a reissue was immediately ordered. They also asked me to write a statement to the bank about fraud and then to the police (but I didn’t go there because I was too lazy). The money was returned after about 2 or 3 days. So if you encounter such a situation by running to the bank, blocking-application-reissue-refund. I didn’t write anything to the domain name registrar, I’m waiting for them to notice.
