It all depends on the specific specialty, university and even the department. Somewhere you pass exams, and somewhere you just communicate in the dean's office, when you bring documents and pay the bill.
In practice, in the Russian Federation, I have repeatedly observed a situation when a person has a bachelor's degree in the humanities and a master's degree in technical.

But in reality, students who studied at this university get questions or even answers to exams for a master's degree and there is not much chance to compete with them. True, in my university there was a year when the questions suddenly changed and many flew by, but still there were those to whom the department gave points for "merits".
If the competition is small, then it will be easy to enter.
