Can I convert a Wordpress (GPLv2+) theme to another CMS theme?

Is it permissible (legally) to take a free theme from wordpress.org, leave html and css from it, throw out all php scripts, convert it to a theme of another open source CMS (not PHP), and put it under the same GPL 2 license in a public theme directory for this CMS? With an indication of the original authors in the Readme or License, of course.

Yes, the license allows it.
You can just read it, it's simple.
