There was a case when a designer developed an online store design and submitted it for layout, and the programmer says that the entire design cannot be fully implemented due to the fact that the WooCommerce functionality will not allow, the designer says the opposite, that all this is due to the incompetence of the programmer.

The answer is anyone can. But, is it worth it? You need to draw a design specifically for wordpress. The designer should be familiar with the specifics of woocommerce in your case, and not draw what comes to mind. If there are deviations from the standard woocommerce template, it is clear that this will take time that could be spent on other tasks.

It also happens that the drawn design may not be appropriate. For example, the implementation of the drawn functionality will cost a lot of resources, increase the load, or simply hang the site. But again, the implementation often depends on the experience of the programmer.

Everything can be implemented, but in practice - it is not necessary. And in your task, the implementation is also possible, you just have to create and work on page templates for WC, which your developer either did not want to do, or does not know how.
If you are planning a medium / large IM, then initially it would be better to look towards specialized CMS.
