Can an Upwork agency be used as a platform for non-Upwork freelancers?

Tell me please. Do I understand correctly that it is quite possible (not against the rules) to use an agency on Upwork for a non-Upwork team? That is, I have X freelancers, this team will do the project, but its members are not registered on Upwork. It's not against the rules, is it? If so, then running hourly tasks - just like a manual clock?
