Can an NFC tag work without software on the phone?

I read about an android program that can program a tag to put the phone into airplane mode. As far as I understand, the same program then controls the reading of tags and the execution of functions on the phone.
Question: and if a person who does not have this program puts the phone to my programmed label, will his phone go into airplane mode?
(In other words, is there any pool of commands for the phone that are universal and will work via NFC without software and not only on android, but also on apple?)
