Can a video card have a blocker that cuts its performance?
Bought a PC for $1300. In games, I found that something was wrong with performance. Began to rustle in the Internet and compare. I came to the conclusion that the video card produces FPS 2 or more times lower than on similar test stands. I tested it in 3D MARK firestrike - I got a result similar to the results on the Internet (a difference of about 5%). So I asked myself: can there be some kind of blocker on the video card that blocks its resources for incomprehensible purposes in games, but which is bypassed by synthetic tests, or is the problem something else ???
System:
windows 8.1 corporate build 9600
intel i5 4440
Radeon R9 290 (4Gb)
Kingston 8x2 (1600MHz)
Compared by games:
NFS Rivals (average FPS=29, as it will be at 30, and does not twitch upwards even more frames) - should be 60+
Assassin's creed 4: Black Flag (Fps=23, above 30 also does not rise under any circumstances ) Must 55+
The Witcher 2 (Fps=50) \ 120+
All settings turned to Ultra, FullHD resolution, 60Hz FullHD monitor.

In NFS Rivals, there is generally a 30fps lock, where did you get the idea that it should be 60+?
By the way, in Far Cry 3 on ultra FPS about 22, which is unacceptable in my opinion)
