Can a PC be used as a movie site server?

Hello . I understand the question may be stupid. But I'm sorry, I'm not at all strong in this area and I'm just starting to master it. That's exactly what interests me. If, for example, I want to launch a movie site, can I put a regular personal PC in the data center and use it as a server, there will be both the site and the files themselves. If so, what is it desirable to do the characteristic of this PC. More precisely, what and how much may be needed? How much RAM, What kind of processor, etc. It's just that in my country the cheapest server that I found costs $6000 and the salary in the country is average ($100, I have $300). There are a lot of assumptions to give a more or less accurate answer, but let's try.
1) channel width from provider/operator, suppose 1Gb/s
2) video size/quality, suppose 1Gb - 1.5 hours we get a stream of approximately 1.5Mb/s
3) Now we can estimate the "ceiling" of users 1Gb/s / 1, 5 Mb/s = 680 simultaneously broadcast films.
And you can estimate the "power" of an ordinary personal PC.
The hard disk must be capable of delivering information at a rate of more than 128 MB per second in order to be able to broadcast 680 films. Most consumer HDDs overcome this bar.
But after all, the provider can allocate only 100 Mb / s channel to you and all the requirements immediately fall by 10 times.
This is an approximate calculation to determine which numbers to operate on.

PS The site must be located in my country and the files too, because then it will work in Tas-ix (Internal network of the country) traffic is not taken into account there, and traffic in the country is very expensive. My country is in the Top 5 countries with the most expensive internet =) . That is why I need the server to be in the data center of my country

You can put any computer in the data center for some money. It is called colocation, it costs like a whole plane , so only corporate clients can afford it.

From my experience, you need to host videos through streaming platforms, otherwise everything turns out slowly and unreliably. You will not be able to configure the server correctly on your own, but this is important here. Hire a professional.
