Can a Google or Apple developer account be banned if they publish their customers' apps with their consent?

Can a developer account be banned because the developer adds applications that he developed and owns intellectual property rights to them, but they will be technically similar and represent small business stores within the same city? Or will each enterprise have to create its own account and the developer will have to upload applications through their accounts? It's just that there are companies that cut out every penny and explaining to some that you also need to pay for an account can cause misunderstanding. Interesting position on both platforms. It is unlikely that they will be banned for this, the main thing is not to violate the rules of the store.
But there may be other problems:
1. In case of violations of the rules of the store by one of the customers (or violations of the law, and this may happen) your account will be completely banned, and you yourself may receive hello from the authorities.
2. Particularly stubborn customers can file a complaint for copyright infringement, the ban will be without warning, then you are tormented to prove that it was not a camel and there were rights (a real case from my practice, by the way).
3. In case of violations of the rules by one store, everyone registered on the account suffers.
4. If you decide to disappear, you can easily take all the applications with you, leaving the stores with nothing (just the other day, this situation was discussed here, when the Ukrainian developer simply stopped communicating). And it can be very expensive for stores to restore apps.
The price of an account in Android is $25, in iOS - $100 per year. Excuse me, but I will never believe that this amount can be critical for any business that decides to pay for the development of an application.
