Can a Gen2 Controller manage a multi-enterprise network?

I decided to buy a cloud key gen2 for offices. There are 3 offices and each office has 3-4 access points.
The question is can I manage these points with 1 controller, if so, how to set it up.
I asked tech support, they said you can, but no one answered the question of how to set it up. But somewhere I read that you need to dig in the site settings.
