Calls to mobile RF. How is the cheapest?

Interested in this question. What is the cheapest way to call mobile phones in Russia? IP telephony, of course.
Is there a way to call cheaper than Skype and sipnet.ru offer?

Look at sipgate.com. Calls within Russia from 0.45 rubles to 1.7 rubles. Per-second billing starting from the first second and there is no connection fee.
Their website is poor, but they work well.

I used to use pctel, for 1 rub./minute (although with an extra charge it came out 1.25 rubles).
Now I use dorinet.org for 90 kopecks, the quality is the same as in pctel.

if the task is to call the same number (for example, redirect to a mobile phone from your pbx if you are not on a sip connection), then, probably, one of the sane options will be a multiphone (megaphone) that calls to a megaphone. 80 kopecks.
