Calls from the site through the GSM gateway?

There is a website - a directory of organizations, as usual with phone numbers. :) There is a GSM gateway. There is a desire to make it possible for site visitors to call organizations presented on the site directly from the site through a GSM gateway with our SIM cards.
Question.
Is it possible to implement such a scheme?
