Because cell phones don't tie IPs to cities, they share their pools with the entire subdivision. For example, the head office of the Volga region is located in Samara, and all addresses are tied to it. And physically the subscriber can be in Kazan. Therefore, it is better not to go down below the country in geo-IP.
