Good day. Are there devices like usb modems into which you can insert a SIM card and receive calls / make calls from a PC? I was looking for Ali, I did not find anything other than sim readers. Is it really such a complex system that they can't do it?

In the case of Linux, there is asterisk + chan_dongle, on Windows, you can try FreeSwitch. FreeSwitch also seems to have a module for working with modems.
