Why did USB 3.0 live in 10? What is the minimum pins for USB 3.1?

Why is there 10 wires in the 3.0 cable when there are 9 pins in the plug ?
Does the USB 3.1 specification provide only type-c (24pin)?

Most likely, both of these cores are connected to the ground
