Recommend good and convenient standalone programs for Windows that allow you to set “reminders” for any date and time. Preferably with a Russian-language interface and free.

I look towards OneAlert MyLifeOrganized, but it is English.

Outlook does not offer.

check out UK's Kalender - a simple calendar. Russian is in it.

Can you offer Windows Live Mail ?
If it’s not possible either, then look at Rainlander (there is a Russian language, localization is downloaded separately).
