CAL Licensing?

Colleagues, tell me please, I'm buying Windows Server 2019 licenses, everything is clear with them.
Also, I will need to give access to the server to 100 users.
Is it possible to buy now 10 CAL licenses (RDS, WS), and then buy 90 more? Or is it bought at once 100?

It is possible, but you are confusing terminal licenses and licenses for users / cars. Terminal is one thing, Device CAL is another.
