How to manage (create and install) Dial-up connection from Windows 2012r2 core?

On Windows 2012r2 core, you need to create and periodically connect to it via a 3G modem.
Rasdial and Rasphone work with an already established connection.
With a graphical interface, I do this by creating a normal Dial-up connection, how can I do it from the console?

if only for a specific user then this
