I want to find a program that is as close as possible to P-CAD and Altium Designer for linux in terms of functionality. But mostly there are simple, Sprint-Layout level

You won't find. There is KiCAD, LibrePCB and another one (I forgot the name, but it doesn't matter), but these are also ersatz crafts. If you want Altium, download Altium.

Download Eagle PCB .
The free version has a limitation on the number of layers (2) and on the dimensions of the board (80x100 mm).
