Cable length - Is this normal?
Problems with autonegotiation when the initiating controller tries to boot the system via iSCSI from the target server, the error "auto negotiation failed"
iscsi client (hw) -> cat5e 1m -> switch -> 20m cat5e -> switch -> cat5e 1m - > iscsi target server
started looking for a problem, double-checked that cat5e was used,
decided to measure the length of the cable - clip2net.com/s/3tQCYa8
is this an acceptable measurement error or a problem in the cable?

Yes, the length of each segment is up to 100 meters, this is from a computer to a switch or a switch to a switch, or a cable length from port to port. Also, the cable may be incorrectly crimped, the connectors are not crimped, or the cable is poorly terminated into the connector, a burnt port, etc.
I recommend checking the errors on the ports and measuring the speed through iperf.
