By what principle does Yandex promote sites (read in detail)?

I am interested in such a question - for a key request (for example, Rostov pens), a site with a traffic of 10 thousand people a day is in 1st place.
If I create a website and reach 12,000 people a day through services, will my website take the first place for this key request?

As far as we know from various interviews with seo specialists and video tutorials (if you believe them), books on optimization and resources, it is known that the page ranking algorithms in both Yandex and Google are constantly being improved, developed, and optimized. Therefore, always following the same promotion rule will not be effective. For the site to be in the lead, you need to be able to understand the specifics and algorithms of search, robots, neuromathematics and user psychology. Having personally answered your question about "the first line on the key request" - there is a possibility, but it is not equal to 100% anyway.

Through what services? If you wind up, you will be in the very last place.
There should be a site for people who read - a unique design, unique and interesting content for handles (a lot!), User-friendly interface, etc. Of course, before creating it, you need to create a semantic core, think over the structure, target groups ...
Here is more or less useful material for promotion.
Here is what Yandex says.

It doesn't matter where the site is in the search results. The fact that it hangs on the first one does not mean that they will switch to it, because whoever is really looking for something will follow all the links.
The main and always valid rule in website promotion is to make websites for people.
