Buying Windows 8. Where am I being scammed?

Hello. Here's the thing - I recently bought a laptop from my hands. It has a Windows 7 Home Premium sticker on the bottom. But I want to put Windows 8 on the machine. I started looking at prices - from the Microsoft website, to all those made on the knee.
In the end - I'm sure that once kissing a girl, I'll just bite off her nose, simply because after buying Windows 8 I will have nothing to eat. But at the end of the search I came across such a site . There, kind people offer the Retail version for 550 rubles, ridiculous to the point of suspicion. But that doesn't happen, does it?
Please tell me who understands the system of ingenious Microsoft licensing - how can I best upgrade / buy from scratch this Windows 7 Home Extended to Windows 8, so that it doesn’t turn out that I’m a pirate, a goof and disgraced.
