What is the best program to partition an SSD?

Hello.
There is a 500 GB SSD. Windows 10 stood on it for a long time. Now I want to install Ubuntu next to it, splitting off a 100 GB disk (C :). I freed up 300 GB, but Windows Disk Manager does not allow creating a new volume larger than 50 GB.
What free program will allow you to overcome the limitations of the OS and partition the disk with the least risk?
